Tardieu’s address to the Carman delegation in which, referring to the question of guarantees and execution of the Young Plan, he was reported bo have said:—“You ask us to have confidence in you hut you don’t seem to have confidence in yourself. Your attitude leads us to ' lr, ”ht your general capacity to negotiate. The. German delegation requested M. Tardieu for an explanation. M. Tardieu expressed regret that he had given the idea that he had been offensive, hut- he claimed the passage in question had been incorrectly reported. The Germans accepted the explanation [but demanded he issue a statement that the passages wore not used by M. Tardieu. The position was very difficult but they hoped the incident would he satisl'actoriy settled.
