M. TARDIEU’S SPEECH. [United Press Association—By Electric Telegraph—Copyright.] HAGUE, Jan. 8. A tense atmosphere was ‘jjrodueed by the duplication in Paris, of AT. Tardieu’s address to the Carman delegation in which, referring to the question of guarantees and execution of the Young Plan, he was reported bo have said:—“You ask us to have confidence in you hut you don’t seem to have confidence in yourself. Your attitude leads us to ' lr, ”ht your general capacity to negotiate. The. German delegation requested M. Tardieu for an explanation. M. Tardieu expressed regret that he had given the idea that he had been offensive, hut- he claimed the passage in question had been incorrectly reported. The Germans accepted the explanation [but demanded he issue a statement that the passages wore not used by M. Tardieu. The position was very difficult but they hoped the incident would he satisl'actoriy settled.
