• An important development has occurred in the Franco-It'alian conversations preliminary to' Five Power Naval Conference. MV Briand lmb received a 'Note from 'tli'e Italian Anf■bassaclor. requesting for Italian absolute naval parity with'France.
This request is being carefully considered. It is 'understood that the French Government is unfavourable to French parity with Italy in naval strength, and is also unfavourable to the abolition of submarines.

As tlie Italian Note makes-France’s acceptance of the thesis of parity a foremost condition, tlie continuation of such negotiations is doubtful.
