The “Daily News” Moscow correspondent reports the declaration of the Official Gazette that England “must lie ' kept in quarantine.” The paper advises tble Soviet• business experts that they must not 'burry to place their orders on the British, market until the British have shown by deeds that they intend to abandon their policy of persecution and intrigue with its menace of a renewed rupture. LONDON, Nov, 22. “It is known ’’as the Whitehart •agreement because it was negotiated at the •Whitehart Inn, hut it should he called the white feather treaty,” declared Sir Alfred Knox at the Conservative Association’s Conference, when seconding Commander Locker Lampson’s motion of protest against the resumption of Anglo-Soviet relations till Russia ceased propaganda and paid her debts.
There were heated scenes and cries of “Are. you an Englishman?” when Commander Arthur Mar'sdeu said that Russia owed him money, hut it was not eommonselise' to say do nothing till she paid her debts. He was prepared to support che motion if it only objected to recognition till guarantees to refrain from propaganda were provided; The motion was agreed to.
Another resolution opposed the evacuation of Egypt, and the abandonment of Imperial preferences.
