SHANGHAI, Nov. 22
Bewildering changes in the general war situation are revealed by despatches. Ihe insurgents’ success at Wnohow has been oilwct by the Government's capture of Loyang and Honan. The Keominolnm is evacuating Hupeh.
The Kuomiuchun forces are steadily advancing. The general effect appears to be that each .side will attack the other’s rear.
liie Kuominelmn advance southwards is already alarming Hankow, wliitlie nefugees are streaming in thousands.

SHANGHAI, November 22
This week’s pressure at both ends of the Chinese Eastern Railway apparently resulted in a considerable change of heart. The Chinese announced to-do-that with the consent olf Peking nnd Mukden, it proposes to enter into negotiations with Moscow for a settlement of the dispute direct, nnd is appointing Wellington Koo as plenipotentiary. It is also believed the generally adverse situation in Honan nnd ICunngsi is having some effect in achieving the change of policy.
