Sir Neville Howse, giving reasons for not lifting the embargo on New Zealand potatoes,- said experience had shown that there had always been a tendency to use New Zealand potatoes 'for seed purposes when available, and the system of certification of consignments failed to'eliminate the da’nger of introducing tubers affected with corky scab. . , 1
