A.treaty between Great Britain and the United States, determining the sovereignty of the Turtle Islands and establishing a southern boundary of the Phillippines, has been drafted by the'State Department and signature is expected this week. 1 It is expected the treaty will acknowledge . the American sovereignty to the Turtles, assigning administration to the British. Since 1885 the British have administered the islands under the provisions of Spanish.* German, and British protocol. After the Phillippines had been ceded to the United States' by Spain, the United States entered. a provisional agreement with Britain to continue British administration'.
