The Chamber of Deputies has commenced the debate on debt ratification, the result of which will vitally affect , the affairs of. Europe. ... M. Poincare, the Premier of France, spent the hours of a broiling afternoon 'in recapitulating the arguments in favour of [the ratification of the debt settlements arranged. He declared that lie. had made every effort to obtain anything in the nature of reservations, but lie had met with a refusal. Jt was certain, he said, that no such reservation clauses would be accepted either by Britain or the United States. If,' lie said, the agreements made were not ratified, their claims would be made against France, particularly bv England, while the Young Repara r ' tions Plan itself would be threatened. M. Motu supported the Government and he proposed that Parliament, in-, stead of discussing the agreements, should empower the Government to ratify them. A laborious and dangerous debate would be avoided if the Chamber of Deputies can be induced to agree to this course. . .
