A proposal by Senator Dandurand. of ,Canada, to modify the procedure regarding petitions from the minorities was discussed by the League of Nations Council to-day. Senator Dandurnnd proposed that in future petitions should he dealt with by the League Council, instead of by the;present committee of three. Dir ’Stresemann (German Foreign Minister) approved of the proposal. Sir Austen Chamberlain defended the Committee. He said it had always dealt with the various cases according to the rights they had under treaties, and could , J not go outside them. ' They had alw'ays taken up all cases which might produce ill-will between nations, and undertaking the examination of petitions brought before them was one thing which showed that the work they had done had not been so bad, after all. U.S.A. AND LEAGUE. GENEVA, March 0. Mr Elihu Root, ex-Secretary of State for the United States, conferred with M. Briaiul, and submitted a formula which will enable America to join the League of Nations International Court at The Hague. This will probably be examined by a conference of jurists which will meet here next week.
