THE OIL COMBINE

RUSSIA’S ENTRY. (United Press Association—By Electric Telegraph—Copyright). LONDON, March 4. The Soviet and Anglo-American oil agreement is beginning to mystify the city. A leader in the Financial Times declares that definite particulars should immediately be disclosed to enable the public to judge the real significance of the statement issued by the Dutch Shell group that the agreement has not provided for the sale of Russian crude petrol by any of their companies, and that the price of other products is fix-, ed under the world market price in order to provide a margin to compensate the owners for the appropriated properties This conflicts with the interpretations from Moscow. The statement does not disclose the extent of the margin, or how it is being allocated. The Shell Coy’s further assertion that Russian petrol is not sharing on the British market equally with the other companies is irreconcilable with what previously was understood. According to the Financial News, the City regards the agreement as highly inopportune, and as morally and financially assisting the Soviet, and thereby weakening the inducement to settle liabilities.
