DISAGREEMENT AMONG EXPERTS

The Reparations Experts were very tired-looking men when they emerged from the Council after a six-hours’ discussion of Germany’s capacity to transfer money credits to her Allied creditors. Obviously the creditors cannot usefully ask Germany to pay more than the sum which is declared by the most competent authorities to be the maximum that she can pay. On the other hand, the Germans feel that once their transferable capacity is fixed, they will he required to pay it to the full limit. Hence the experts, through the transfer difficulty, have come to immediate grips with the real issue.
The “Financial Tmes” says: It is disquieting to see these early disagreements which are described, as marking the critical and possibly the fateful stage. It is the function of the experts to ascertain the true situation in Germany, and to make recommendations based thereon. The waiting world will accept no excuse for an avoidable failure to produce an agreed plan.
