NAVAL RIVALRY
ITALY’S ENTRY
(United Press Association—By Electrio Telegraph—Copyright).
ROME, January 27
Ti.,» “ disarmament talk is merely lies,” says the newspaper “ Popolo d’ltalia.”
In justifying Italy’s new programme of warships construction, the paper says; England and America are engaged in a naval race, while France is arming to the teeth, and they even arm the negroes! Italy has now come into the lists, because it cannot do otherwise. Italy’s naval programme is not comparable with France’s ninetyfive thousand tons ol submarines, though Italy’s mercantile tonnage exceeds that of any other Continental power. Other newspapers emphasise that she is ready to 'accept the lowest limit, provided that no continental power possess more. Italy cannot ignore what the other powers are doing. Nations possessing pacific intentions are making the greatest preparations for war. The total tonnage proposed for the new nine Italian ships is only thirty-seven thousand.
