PARIS, Dec. 12. M. Dotimer caused a sensation in the French Senate by announcing that the Minister of Justice was seeking authority to take legal proceedings against M. Kioto, the former Cabinet Minister and a Versailles Treaty signatory, who, though a financial expert is stated by the Paris correspondent ol the Daily Chronicle to have lost 200,000 francs at La Toquet in the late summer, and subsequent gambling losses brought up the total to 8,000,009 francs.
The paper Do Temps alleges that the charges against Kioto will include tinuttering of cheques to the value of £1720 when there was insufficient funds to meet them, and the forging of signatures to bills of exchange. A previous cable stated: Kioto lias been taken to a mental home. The newspapers state that it is the result of unfortunate financial transactions and heavy gambling. A vigorous attempt has been made to keep the fact secret. Kioto for some time seemed to ha\ r e lost his sense of the value ot money. He gambled for high stakes at a seaside casino, and paid with cheques which were dishonoured.
