Lord Birkenhead was unable to be present, owing to the critical illness of his mother, aged eightyfive. it is understood be is willing, to remain in the Cabinet till the general election, -when reconstruction will become inevitable. Lord Cushendun reported to Cabinet comprehensively on the Geneva deliberations. His most interesting disclosures related to private conversations between the foreign Ministers. The Cabinet fully endorsed Lord Cushendun’s attitude and actions. There is reason to believe that the embarrassing situation created by the AngloFrench Naval Agreement will be reviewed at an early date. A pretext will 'be seized for publication of the text here and in Paris. This,will probably arise when the American note is received. Ml* Baldwin has indicated the lines on which he intends to make a speech at the Conservative Conference at Yarmouth on Thursday, specially respecting the safeguarding of industries, and has received his colleagues’ approval. What Mr Baldwin will say is a veiled secret, but Mr Churchill, in a speech at Cheltenham, said: ‘ ‘ While we contemplate no fiscal revolution, we intend to march on with stronger steps along the path of experiments which have been successful.” Mr Baldwin held a conference with Sir A. Steel-iViaitland, who according to the “ Daily Herald,” has prepared an elaborate scheme for dealing with unemployment, including the transfer of twenty thousand families to Canada. Financial assistance to migrants from the mining areas to the extent of half a i million a year and the expenditure of five millions on afforestation within ten years is indicated.
