Australian Press Assn.—United Servii^^' JAPANESE EXPLANATION. TOKYO, July 19. A Foreign Office statement lias been communicated reviewing the original object of tlie despatch of troops to Slinngtung was not. intended to interfere with China’s domestic affairs, particularly the. northward march of the Nationalist troops. Unfortunately the Tsinan affair occurred and was a, source of regret. . It was caused by undisciplined Southerners and tho measures taken by the Japanese were unavoidable’ in defence and protection. It was clearly that responsibility for the incident rested • on the Chinese. The Japanese Government desiring ilie maintenance and promotion of relations, is seeking a settlement of. the conditions for apology and punishment of those responsible, indemnification for losses, and,. / a guarantee for the future. i - I'lio Consul-General at Shanghai communicated on 18th July to the Nationalist Government, requesting the appointment of delegates with plenary authority to negotiate with Japanese delegates and Consul-Gen-erals at Tsingtao and Tsinan. Japan is anxious for a settlement leading to the quieting of popular feeling, enabling a complete withdrawal of the expeditionaries.
