Bukharin, speaking at the opening of the Communist Congress, declared that there were increasing bourgeoise dissentions, which might load to war against the Soviet, followed by an unprecedented class war in all countries. M. Stain, Bukharin, Manuilsky and Mr Murphy were elected to the Presidium. 31. Trotsky accuses M. Stalin of adopting principles for which he (Trotsky) was banished.
GERMAN AMNESTY. BERLIN, July 19. An amusing situation has resulted through the Amnesty Act. A number' of Communists have actually refused to he released and they had to be carried from the Sonnenburg Gaol on stretchers They had no preference for gaol, but they struck because freedom was not granted to their leader and hero, Max Hoelz, whose life. sentence for murder has merely been reduced to one of seven years, instead of release. Hoelz stirred up a little revolution in tlie gaol, the Communists hun-ger-striking and chorusing the “Internationale” at all hours of tho day and night. Eventually the authorities strapped the men to stretchers, and dumped them outside the gaol. Two hundred others of these? who have l>een, granted an amnesty, are now hunger-striking at Brandenburg. As forcible feeding is impossible, jugs of milk arc left in their cells'.
SPANISH AFFAIRS. PARIS, July 19. The Spanish league of rights of man asserts over a. thousand arrests < in Spain including 450 in Barcelona and Madrid denies any, plot, and alleges the arrests of Socialists, Republicans and Liberals were purely preventive.
ROYAL DECREE. CAIRO, July 19. A Royal decree is issuing this evening dissolving the Chamber of the Senate for three years, where-, after Cabinet will decide regarding fresh elections. The ■ Government, meanwhile, will be conducted ih accordance with Article 88 of the constitution; providing * the King shall govern with the assistance of Ministers. The Article of the Constitution referring to tho freedom of the press ) is also suspended. -A.

SENTENCED TO 'DEATH. BERLIN, July 19. At Coburg, the bandit Hein, whose arrest was cabled on April 2nd, was sentenced to death twice in respect to two murders, and also to fifteen years for manslaughter, attempted murder, and attempted manslaughter.
Hein’s curious defence was that lie was unconscious of the crimes at the moment of their execution.
