Official circles deny Litvinoff’s statement that a debts settlement lias been reached. The Soviet lias not even submitted definite proposals. True there are negotiations more conciliatory lately, but a long road lias to be "travelled before an agreement. ANOTHER VERSION. PARIS, Sept. 18. “Le Ain tin ” says the Government i.s informing Aloscow that Rakovsky is not acceptable and that a successoi should be appointed.
