Changes would be made only as constitutionally provided. Forcible attempts Int alteration would be punishable as high treason. Government was paying special attention to defence, l»y strengthening the whole of the country’s defence in Roichsweihr, from which politics must be excluded. Hindenbiirg decrees against the allegation of recruiting would be rtUried out. The supreme task was the liberation of second and third Rhineland zones. The continuance of occupations was incomputable with Locarno and endangered neighbouring relations. A policy of mutual understanding would solve the problem.
