The State Department formally announced to-dav the appointment or Phillips as Minister to Canada, explaining his willingness to surrender the post of Ambassador to Belgium to go to Ottawa because he realised the importance of the position and the great further service he could render the Government. Sterling’s appointment to Dublin is officially confirmed. POSSIBLE ROYAL VISIT. OTTAWA. February 4. At Toronto Premier Mackenzie King stated to-day that the King and Queen were earnestly considering the possibility of visiting Canada in July, to attend the Diamond Jubilee of the Confederation of Ottawa.
