Government By Order-in Co unci i.An emergency justifying legislation without the sanction ot Parliament seldom occurs in normal times, and in Uio absence of such an emergency an infringement of the undoubted rights of Parliament calls for public protest. Those rights are of such a nature that they should jealously ha safeguarded and that they should certainly not he delegated to the Ministry or to any departmental heads. It is to be hoped that the Government, will give due heed to this fresh protest on the part of the conference of the -Chambers of Commerce, a representative body -which reflects fairly accurately the mind of the business community. “Otago Daily Times.”
