TANGIER PROBLEM

The Foreign .Minister has issued a note stating Spain considers the final solution of the Tangier problem would Jio in the incorporation of Tangier i a Spanish protectorate iof .Morocco, subject to an agreement not to fortify it, or use the port as a naval or aerial base, to respect freedom of trade, and establish an administration giving equal justice to all. The note declares the Spanish Government never contemplated receiving a mandate over Tangier from the League of Nations. The connection between Spain’s demand for a seat on the Ix-ague C'unmil and her demand for the incorporation of Tangier in tiic Spanish stone was due to coincidence, the two matters coming up for settlement simultaneously. BRITISH REPLY TO SPAIN. LONDON, Aug. UO. In the Commons, Sir A. Chamberlain confirmed that Spain had asked for the incorporation of Tangier in the Spanish zone in Morocco, or alternatively that Spain be given a. mandate. His Majesty’s Government bad replied that it was unable to agree to the first alternative hut was ready to discuss with French and Spanish Governments the conditions upon which the assent of Powers that had not yot_ accepted the Tangier convention would be obtainable. Sir A. Chamberlain did not think Geneva, a convenient place for this discussion.
