It i- estimated tlint reconstruction work in Tokio and Yokohama will mst five billion dollars. This will he raised internally by a Japanese banking syndicate. Tbe Government' has agreed to devote nil its surplus funds to this purpose. preferring to avoid foreign loans if possible. The Government has completed a plan for feeding and housing the refugees and it is now concentrating its efforts upon a reconstruction campaign.

For the first time since the first of SepteniikT the city passed through night free from earthquake shocks, of which over one thousand have been felt through the week, some of them being severe enough to bring the tear of fresh destruction.
