The representatives of the people are elected under a system of proportional representation, so that Italian Parlianicntaiy institutions stand upon a part ieulai ly sou-d popular basis. The Facisti. composed mostly ot ex-soldiers, has armed itselt and imposed what the London “Times” terms a “White Terror” upon tlm population. Finally this illegal organisation has grown so sf oug that, it lias usurped the government and appointed its leader the absolute and despotic ruler of Italy.
