The Chicago “Daily News” features the following London cable from its correspondent.—“lt is believed heie that Sir A. Balfour’s note on international war debts has killed the London Conference, ha s discredited the British Government and made certain the recall of Sir A. Geddes from his ambassadorial post at 'Washington. Geddes’ position is obscure, hut it was known before he left London recently that he expressed the opinion that the Note would have a good effect in United States.
