A German note to France expresses the opmion that the proposed French measures regarding a clearing house payment! cannot he based on the Versailles Treaty, or supplementary agreement. Moreover it is not supported by international law. The Note declares France’s resort to coercive measures without awaiting the payment date, violates existing treaties and constitutes u grave injustice and suggests the'Trrattor should bo submitted to international arbitration if France persists in ber attitude. A second note strongly protests against the expulsions from Alsace Lorraine and declares the amount money allowed deportees was so small as to leave them beggars in the streets.
