WASHINGTON, April 21 The United States, replying to Germany, has refused to mediate in the matter of the reparations, but has ' indicated that if Germany would formulate proposals, the United States Government would consider bringing rte matter to the attention of the Allies in order that negotiations may be speedily resumed.

GERMAN APPEAL TO AMERICA. WASHINGTON, April 1/1. The State Department lias published the text of the German Note asking for mediation and the text of the 'Tnited States’ reply. The Berlin memorandum betrays a feeling of fear on Germany’s part. The plea for help is to avoid what Herr Fehrcnbach and Dr Simons’ call the immeasurable consequence of imminent coercion measures. Air Hughes’ reply is brief to Iho point of terseness, being only 125 words long, but it is not brusque, being rather an earnest expression of willingness to help to solve the situation. According to the reply’s phraseology, the United States is impressed v ith the seriousness of the issues involved as affecting the whole world.
