(Received This Day at 9.45 a.m.) LONDON, November 24. At the Geneva Conference the League Council decided that the budget be based on the gold franc, as the monetary unit. The First Commission refused to accept the amendment to the Covenant suggested by Sweden, Norway, Argentina and Panama. Mr Balfour thought it inopportune for any country to suggest an amendment within six months of its admission to the League. Probably the amendment will be deferred to next session of the Assembly. The Council invited Scandinavian states to police Vilna territory during the taking of the plebiscite. The Disarmament Commission is unable to make progress beyond academical discussions. Franc© feels the [League m.us!t be certain that Ger'carries out the terms of the Peace Treaty concerning disarmament. France also considers it prudent to be reassured against Germany arming secretly.
