[rER PRESS ASSOCIATION.—COPYRIGHT.] THE COUNCIL. WELLINGTON, Oct. 5. The Legislative Council met at 2.30 p.in. Eight local Bills passed last night by the House wore read a first time.. The Military Service Amendment was 1 read a second time without discussion. Sir F. D. Bell moved the second read ing of the Valuation Land Amendment Bill explaining briefly the new methods of setting up Settlement Boards. After a brief debate the Bill was read a second time. The Electric Power Board Amendment was read a second time and referred to the Statutes Revision Committee. The Health Bill was read a secondtime proforma, and referred to the Health Committee. Hon Michel continued the adjourned debate on the Treaties of Peace Bill. He said he feared the officials at the Is- j lands were too apt to oppose the interests of commercial men. He upheld the use of indentured labour in Samoa* Tho debate on the motion of Hon Moore was adjourned. The Council rose at 4.45 p.m. THE "HOUSE. The House met at 2.30 p.m. In the House the amendment to the Civil List Bill, No 2 was introduced by Governor-General’s message, making the date of retrospective payment to members to date from Ist April. Th Premiers and Ministers’ salaries were passed as proposed. The Bill was reac a third time and passed. The Offenders Probations Bill was in traduced by Governor-General’s message. Hon Massey moved flic second readin: of the Land and Income Tax Amend ment Bill which was agreed to after v debate lasting till 1 a.m., when tic House rose.
