Leyguis, in a speech in the Chamber of Deputies, declared France would never forget Russia’s immense services at the beginning of the war. France intended non-interference in Russia, but material aid for the reconstruction of Poland was in accordance with French traditions. A SOVIET MESSAGE. LONDON, Sept. 26. A Moscow wireless mesage states that rising of the Scottish Communists is imminent. The workers are aiming at the seizure of the collieries. The message asserts that Scotland now possesses sixty thousand armed Red guards.
