[LONDON TIMES SERVICE— COPHUGHtJ ROME, September"' 16. A graver crisis has arisen in the industrial disputes, the workers refusing the confederation leaders have widely extended ex-propriation of property, including cotton mills, and large estates. The Committee directing the workers operations have issued a manifesto declaring they no longer demand an increase of wages' because such improvement is already followed by an increase in prices, of necessities of life. ..The manifesto claims the regeneration of the industrial system is only possible by syndical control which will bring increased production. A thousand, Milan manufacturers passed a resolution injecting compromise on the grounds that the syndical control would mean an end of private enterprise. ,
ITALIAN INDUSTRIAL CRISIS ROME, September 17.
Giolitti has definitely announced the Government’s agreement with the workers in the present crisis. He says that it is no longer in accordance with the spirit of the age that one man should command and thousands obey.; The workers must be given a sincere coresponsibility any only then can they uplift themselvps. In view qf Giolitti’s announcement Lambardj l masters have agreed to grant the principle of Trade Union control, rather than struggle with the Government against them. Giolitti proposes to embody tlie Confederation of Labour’s proposals for the management of Industry in his Bill Meanwhile the workers remain in occupation of the workshops and the masters and men discuss the details of the Bill. '
