FRENCH FEARS. LONDON, March 5. The Supreme Council drafted an economic manifesto which shows a progerman and some pro-Bolshevik tendencies, bearing traces of British inspiration. Anticipation of the contents of the manifesto is profoundly disturbiwM France, which, rightly or wrongly with passionate sincerity, regards the Peace Treaty as less favourable to her than the other Allies, and now sees a general campaign for revision in favour of Germany and the possiblity of a loan to A Germany, based on every security where upon France was relying for part payment of repatriation.
