(By Electric Telegraph—Copyright.; THE TREATY AND THE STATES NEW YORK, February 20. The Senate has now ceased discussion on the Treaty, since the new Adriatic development. Senator Lodge, who a. week ago declared it his determination to keep the Treaty on the Senate floor until it was either ratified or rejected, does not seem anxious to continue the debate on the Treaty. The debate lapsed some days ago, WASHINGTON, February 20. It is understood that President Wilson had his reply to the Allies’ Note regarding the Adriatic ready to send. This reply deals point by poipo, with each argument, which the Allies havo advanecd, and it affirms that the tfnited States cannot donsidjer any other proposal than that agreement which was signed by France, England, and the United States on the 9th December last re the Adriatic. The reply has not yet been forwarded, but probably will be sent on on 28th of Februarv
