It is understood that troops will be sent to the Caucasus and a strong naval force will preserve order in the Black Sea. Practically all the big ships of the British Mediterranean fleet are steaming thither. The Supremo Council regards the reopening of trade, together with the subsequent resumption of general economic and presumably diplomatic relations as the surest protection against the Bolshevik menace. Measures will bo taken to prevent .Bolshevik propaganda filtering eastward.
