The Morning Post understands that negotiations are proceeding for the for; niatioii of a purely British company with an authorised capital of five millions to carry on the business connected with winning, treating and disposing of metals within the Empire, principally copper, tin, lead and antimony. VICTORY WITHIN REACH. (Received this day at 1.5 p.m.) LONDON, Oct. 22. The King in a stirring address to the British. French, Italian and Belgian in-ter-Parliamentary Delegates said victory was within reach, and we were all agreed that it must be complete and decisive.

Details of the Tnrcoing deportations disclose that 400 women were sent to Germany and 600 men to Russia. The former were confined in barbed wire cages and deprived of all comforts and utensils. They" wer 0 semi-starved and immersed in squalor and filth, and many died. The men were treated likewise. The survivors were so broken and aged that when restored, their wives did not recognise them.
