The Roumanian Peace Treaty provides that all guns and- war material shall be held by the Central Powers until general peace is declared, and shall be guarded by Roumanian troops under the supervision of the Central Powers Chief Commander. '

A commission composed the representatives of the Central Powers will demarcate a new frontier Roumania will cede to the Allied powers interested the portion of Dobrudja- between the conflueiujg’ of the Danube. .. .

The frontier between tho territory to be ceded to the Allied powers and Koumnia will be formed by the’ river Valley. The Allied powers will undertake M assure Roumania a trade route to the Black Sea, via Cernadova and Constanza. Roumania agrees that her frontiers \RalI be rectified in favour of AustriaHungary. The State property in the ceded regioils of Roumania w'ill pass without indemnification to the state acquiring it. The evacuating of the occupied Rou-, manian territory is to be effected at a time to be {decided later. The strength of the occupying, armies, apart from the troops employed in j the economic management must not exceed divisions. Tho Railway, Post and Telegraphic Services in the occupied territories for the present will remain under military administration. The Roumanian courts in region will resume their jurisdiction, but the Allied powers will retain jurisdiction, and police supervision over the occupying troops. Tho occupying army may requisition corn, fodder, wool cattle, timber, oil and oil products, always with pfoper regard for an orderly plan for oecuring these commodities and satisfying the needs of tho Roumanian population. Provision will bo made for refunding all money spent by the .Allied Powers on public works, including industrial undertakings,.from the time of the ratification of the Peace Treaty onwards. Roumania guarantees free traffic to all states and , also permits warships to sail down the stream to the sea, and upstream to tho frontier of tho State concerned.

British newspapers ’are of opinion that Roumania is virtually enslaved by the German) peace terms, particularly by Hungary’s seizure of the passes, the German hold upon the river Danube, and the stationing 'of six German divisions in Roumania at Roumania’s expense, in order to secure Roumanian corn fodder, wool, cattle and oil for tho Central Powers.
