The United States Consul and Allied naval commanders, attended to the latter and appealed to the Russians to cooperate with the Allies. / CHINESE TROOPS AT HARBIN. (Received This Dav at 12.25. p.m.) PETROGRAD December 10. The newspaper “Vernik” states Chinese troops have entered Harbin and Japanese troops have entered Vladivosetock.
