SOCIALISTS ATTITUDE. AMSTERDAM December 9. Strobel, a Socialist in tlio Prussian Diet denounced the Government suffrage proposals declaring the Prussians reactionary system was the strongest support of the Prussian which had caused the war. A revolu tion, he said, will come when the conditions are ripe. You will create them if the war is continued. Conservative speakers and the majority of the Centre Party aro bitterly hostile to the one man, one vote principle. AUSTRIAN PREMIER IN BERLIN. (Received, This Day at 8.50. a.m.) ROTTERDAM, Dee. 10. Count Czernin has arrived at Berlin, accompanied by the head' of the Press Department of the Foreign Office, it i s believed with the intention of starting a campaign to prepare the Austrians for a demand which Germany is making for their help on the West Front. Hie Russian defection has released large numbers of Austrian troops, and also intensified the Austrian people’s weanness, but the German newspapers refer to the necessity for Austria returning the help already given her, by assisting to defend Alsace and Lorraine, and to secure the hold on Belgium.
