AMERICAN REPORT. (Received This Day at 10.15. a.m.) ‘ WASHINGTON, Dec. 10. Mr Baker, in a communique on the war, gays Americans do not minimise the German concentratiion on the West Front. They are able to mass a greater force than ever before, and if they make tho utmost advantage of their fortunate position, may achieve a relative advantage. The United States must speed up her military efforts, and, prepare not only to tight, birtrto win. The declaration against Austria now assures the United States aid in the Italian struggle.
