Manchester Guardian’s ” Criticism.
London, Feb 21
The “ Manchester Guardian ” states Lord Balfour of Burleigh’s Committee’s recommendations concern Britain more thau the Dominions. We should not have thought it credible that aoy British Government would endeavour to transform a traditional practice before the nation had assented. It would have been better for the committee to have pursued enquiries and given reasons for its conclusion. The committee’s obscure recommendations mean a revolution involving Great Britain. We must have protection instead of free trade'for the Empire, and preference instead of an open market for our Allies. Double tariff for neutrals and triple tariff for enemy countries are ov6n mentioned. The committee suggests, and then seems ashamed for suggesting, that the proposals are a reward to the Dominions for their war service®, but the Allies have done something. Even if Britain has made a war contribution to them, they should net bs sacrificed. The “ Guardian” believes that the policy of taking up the Imperial cause would make the chances of suffering among British workers oven more perilous than before the war.
India’s Preparations
Delhi, Feb 22
The Indian Defence Act, introduced n the Council, provides that all Europeans in India from 16 to 18 must undergo military training a? cadets, and from 18 to 41 meet enrol acd train for general active military service in India, and from 41 to 50 train as reserves for the defence of local areas. The Aot is to remain in force till six months after the termination of the war. The Viceroy referred to the necessity of concerted iff jvi in assisting the Empire to finish the war.
Sir Charles Moaro pointed out it was intended that new areas should relieve the regulars on garrison duty.
Numerous Indian members of the Council supported the Bill, which was referred to a Select Committee,
