In the House of Representatives Mr Newly introduced a resolution providing lor a conference of all America Republics to plan concerted action to piotect neutral rights against the aggression of any European belligerent.
Preßidont Wilson in a letter to Senator Stone urging ratifies'ion of the Colombian Treaty says “ We need this now, and possibly we will need very much more in the immediate future, for all our friends attach us to central America, where there are so many of our most critical interests.”

Germans are removing art treasures from Alsace Lorraine, giving rise to rumours of great military measures.
Austrian Corruption
Zurich, Feb 22
A message from Vienna states the Emperor is angry at the discovery of corruption at headquarters. Food apparently bought, did not reach the troops, some of whom were without food for thirty hoars. A sensational reform is following tha appointment of Marshall Sziutsmay, as War Minister.

London, Feb 21
A well informed Budapest correspondent writing to the “Morning Post” shows that the situation in Austria-Hungary is acute, especially in the big cities. The situation at Prague is almost inconceivable. The city is absolutely without fuel, including the hospital. At the famous Prague clinic all serious operations have bean postponed. The appalling situation at Vienna and Budapest can partially be realised from the fact that it is officially admitted that there is 73 per cent less foodstuffs coming in than a few weeks ago. Consequently tens of thousands of people are literally starving, owiDg to the closing of public kitchens. Meanwhile the newspapers are full of telegrams from Berlin that Italy, Franca, and England are on starvation rations and that England mast sacsumb.
Bat the Austro-Hungarian populace is past caring what happens to England. They want food.
