HUTT COUNCIL
A meeting of the Lower Hutt Borough. Council was hold oa Monday evening. Present:—The Mayor (Mr W .T. Strand), Crs. A. Grierson, J. Mitchell, F. Campbell, A. E. Carver, JV". G. Meldrum and A. Meßain. Apologies were received from Crs. Hobbs, Waldie > and Sir A. Egberts. The Returned Soldiers' Association wrote' stating that £100 had been, allocated from the Poppy Day Fund for l the relief of unemployment amongst returned soldiers in Lower Hutt, and asking if this amount would be- subsidised by the council in the same ratio as last year, yiz.: 30/- in the £. The Mayor moved and Cr. Campbell seconded that the request be granted. —Carried. Mr H. E. Leighton wrote stating that he would be pleased to accept the position as assessor fot the Borough at any sittings of the Assessment Court. —'Received. .The Hutt Park Committee wrote as follows: —"At a meeting of my Association I was directed to congratulate you on the good terms of the new agreement with the Trotting Club, and we would thank you to convey this expression of appreciation to the other bodies concerned.'' —Received.
The Palmerston North Borough Coun.cil wrote asking the -council's co-opera-tion in objecting to the high Hospital and Charitable Aid rates and its administration.
The> Mayor stated that he would not be a party to such action unless some reasonable scheme .was put forth. He did .not believe in criticism of a carping nature. The Hospitals were being .kept right up to date and it required big expenditure. The members of the Hospital and Charitable Aid Board .gave their services voluntary and they should receive encouragement.
Cr .Campbell said he could not support the Palmerston North suggestion, but he would favour .a conference with the Hospital Board to go fully into the matter-
It was decided that Cr. Campbell 'a suggestion be sent on to the Palinersion North Council.
The Mayor and Cr. Campbell were appointed as representatives on. the committee of control for the Moera Community Hall.
BY-LAWS. The By-laws Committee reported as follows:—
Limitation on Shop Frontages: —An application has been received for the issue of a permit for the erection of a building in Main street between the shop occupied by Mr. Kennington and that occupied by the Wairarapa butchers. The plan provides for the erection of three shops and two flats above, the frontages of the shops being respectively 13ft. 2in, 13ft. 3in., and 13ft. 6in.—while the minimum allowed by the By-law is 15ft. It is also pointed out that the air space provided is open to question, which. matter is governed by By-law No. 1, sections 469 and 470. The matter is referred to the Council without comment. It was decided to get the applicant to alter the style of the windows, and then the permit would be issued. TAXI STAND. 'An application has been .received from the Blyack and White Cabs, Ltd. for permission to stand near the Post Office, and also for permission to erect a telephone at their own expense in the vicinity of the stand. The Manager of the Company conferred with the Chief Inspector and the Town Clerk, and has now abandoned his suggestion for a stand at the Post Office in favour of one on the- west side of Main street, south the Lyceum building. Your Committee has, therefore, to recommend that the location mentioned be appointed a taxi stand to accommodate six cabs, and if this recom- . mendation is given effect to the following resolution should be carried:—: "In pursuance of authority conferer-d upon it by By-law No. 1, section 860, sub-section (2) the Lower Hutt Borough Council hereby appoints as a taxistand that part of Main Street on the west side commencing at a point in line with the south side of the Lyceum building and continuing in a southerly direction to the northern side of the building occupied by the Gas Office. Vehicles using this stand shall be limited to six at any one time and shall face north."—Agreed to .
UNFAIR "TBAPPING." Cr. Carver stated itliat lie considered tlie present method of trapping motorists was most unfair He thought uniformed officers should be on duty and he should be notified of the offence. He should be stopped, his name taken, and
he should b notified of the offence. Ho was speaking on behalf of the Automobile Association, who considered that the Borough was out to make revenue. The Mayor said it "was unfair and unsportsmanlike for the Autombile Association to put Cr. Carver up to make such, a protest. The Lower H»tt had been most lenient and it was not right to say the Borough was after revenue. Motorists who disregarded the speed limits should be prosecuted. • Cr. Campbell said he would like to see the control distance of 880 yards. He objected to the word '' trap.'' It was a control—not a trap. He thought the present system assurred the safety of the public. / Cr. Mitchell said they had good officers in the borough and they should not be subjected to criticism by the Automobile Association. The present system should stand.
