Foxton Harbour District

REPORT TO LEVIN BOROUGH COUNCIL. The Finance Committee of the' Levin Borough Council met on Monday, lltli September,' 1916. and iliiseussed tho proposal of vthe Foxton Harbour Board in connection with the late commission to make a rating area to produce £4000 per year, if necessary. It reported lust night to the council as follows:— The board propeses to ask for borrowing powers up to £16,000 for purpose of purchasing the wharf £5000, dredge '£10,000 and goodshed £1000. It was pointed) out that the purchase price of the wharf had becm reduced from £26,000 down to £5000. The estimates for the year are submitted by the board which show: receipts £2300 and expenditure £1730, being excels of receipts over expenditure estimated at £350. The expenditure includes intarest on the proposed loan of £16,000 and also allows £1000 for wages and expenditure in connection with the dredging. Tho share of tlffe Levin borough of the annual interest on tiie £16,000 loan would only be £20 per annum, with a good prospect that no interest will be collected from local bodies, ns the estimated receipts cover the interest and working expenses by £500 over the estimated expenditure. It is also pointed out that the rating area to produce £4000 a year does not mean that £4000 must be collected each year, but to provide an assuredi incouie of that amount if required. The Levin borough amount ' payable on the heading of £4000 a year would be £100. Jt is shown too that harbour board loans can only be raised -by consent of ratepayers and legislation. The circular forwarded shows that the board can reasonably expect increased shipping, which of course means increased. revenue, when improvements to the river are made. The committee discussing the question in every detail, makes the following recommendation "That the Levin Borough' Council will co-operate with the Foxton Harbour Board in providing it% share of a'rating area in accordance with the schedule forwarded to .the council by the secretary to the board." Councillor France said the scheme »- was not a fair one— it did not include the AVirokino riding of the county; at the same time he was not going to oppose it. The mayor moved that the report he adopted und it was agreed to.
