HUGE IRRIGATION SCHEME.
T CI MCI Sf[ GOVERNMENT'S PROPOSAL. FOR MESOPOTAMIA. [NY ELECTRIC TELEGRAPH-COPYRIGHT.] [IT,R TRESS ASSOCIATION.] COXSTAXTIX'OPLti, Sept. 12. Sir Win. Wilcocks, advisor to the T'likish Minister for Public, Works, has started for Mesopotamia to arrange for the irrigation of two ami a half million acres.
The work comprises three main canals along the Tigris and Euphrates, besides the Harrages rivers, and it is estimated that the preliminary work will cost four million pounds, and will occupy six years.
