The report condemns the. short referred to in the scheme recommended by Mr William Ferguson, engineer, of Wellington, New Zealand. It recommends a new pier at the point where- Mr Ferguson recommended «'i short one. The pier is to be 1800 feet long by 210 I'eet wide, affording accommodation for the four largest liners likely to come- to Melbourne, exclusive of railway lines and connections.
