PROPOSED ROYAL COMMISSIONDRAFT ORDER OF REFERENCE. Melbourne, Nov. 11.20. The executive of the Austral’an and New Zealand Council of Trade Unions resolved that evidence should bo submitted to a Royal Commission on the Constitution in support of: — (1) Adult suffrage carrying one vote one value; (2) Adoption of the initiative and recall; (3) The present limitation of the life of Parliament not to be exceed ed under any pretext; (4) No conscription for ahy military services; (5) That the High Court of Australia should be the final authority for Australia in all cases; (6) That State Parliaments, 1 as at present constituted, should be abolished ; (6) That the Federal Parliament should be empowered to deal with all industrial matters, irrespective of State boundaries over trade and commerce, uniform company law, aviation and transport.
