ADMIRAL'S APPEAL
Dispelling Misunderstanding (Eeceived 28, 11.30 a.m.) TOKIO, Dec. 27. Commenting on the United States reply, Admiral Yamamoto, on behalf of the Navy, said he was issuing a statement appealing for the co-operation of the nation in the Navy's efforts to dispel misunderstanding and misgiving arising from the Panay ireident.
