A threatened revolt by Quebec and Ontario against the Dominion Government was voiced by the Premier of Quebec, Mr Duplessis, in drawing attention to the demands of British Columbia and the prairies provinces before the Eoyal Commission for a larger share of the Dominion Tevemues. He said that the older provinces were "tired of carrying the burdens of the west and will not be run by Ottawa for the beneiit of the west." The Dominion Government 's refusal to assume the entire control of unemployment relief was the underlying basis of friction. Mr Hepburn, from Toronto, challenged the Government '8 refusal to permit tlie export of Ontario electric power to the United States, presaging an appeal to the Privy Council.
