(lleceived 80, 8.45 a.m.) DUBLIN, Nov. 29. The Government's plan for the new Senate of the Irisli Free State will be ou a co-operative basis. Of 66 members 11 are to be uominated by the President and six by the universities. IVen-ty-one will be elected by the Dail, and 22 by registered vocational bodies. The candidates will be preferentially elected in five panelB. representing cultural, agricultural, labour, industrial and administrative interests.
