JAPAN WOULD NOT RETURN MANDATED ISLES TO GERMANY
(Eeceived 29, 12.30 p.m.) LONDON, Nov. 28. The Times Tokio correspondent reports that the Anglo-German conversations brought a prompt official intimation that Japan would return none of the German colonies she received under the Versailles Treaty. The vice-Minister of Overseas Affairs said: "The maintenance of the Japanese mandatp of the South Sea islands is the established policy of this empire."
