New Brazil Constitution (Received 22 8.45 a.m.j NEW YORK, Nov. 20. The New York Tiines Washington correspondent states that an exarnination of tlie newly-arrived copy of the Constitution of Brazil reveals the establishment of the closest approach to a completely authoritafian State in the western liemisphere yet seen. It perraits Dr. Vargas to promulgate laws by decree with the consent of Parliament, to nominate a caudidate t0 succeed to the Presidency pnd to dissolve the Lower House of Parliament by decree. The Lower. House, which is selected by the electors, will clect the Upper House.
