French Financial Slraits LOAN SOUGHT FROM HOLLAND (Beceived 20, 10.55 a.m.) PABIS., Nov. 19. Despite an increase in the Bank of France 's gold stocks by £21,000,000 for the seven days ended on November 11# largely due to a re-influx of fugitive capital, the newspaper Epoque states that M. Bonnet is negotiating with Dutch financiers for a short-term loan to assist France to repay £40,000,000 to Britain. It is understood that the object of the loan is to obviate the. necessity of weakening the gold reserves. The Minister of Finance, M. Bonnet, in reviewing the financial dangers in the Chamber of Deunities, said that France must balance her Budget or inflate. The Government> he added, preferred a balanced Budget and stability.
